^ This is something I experienced myself.

Women to wisely not to tell their gender right away on the internet, if they are into infosec or similar. Once people believe you are skilled, it doesn't matter that much anymore. But until then people judge you by the little information they have about you and gender is one that creates strong associations towards likings and skills.

If you read "Thinking Fast and Slow" you also get a scientific explanation for this. The system that is responsible for fast and intuitive thinking doesn't care about the quantitiy and quality of information. This is the "all you know is all there is"-principle. So if you see someone in a tech-related forum with female gender, you will judge her skill by that (unless you know her better).

My opinion:

The hacker culture is a global one, it does not only consist of the US and some other western countries where equal rights for both genders have been achieved; in many if not most countries women still have an inferior position when it comes to education and the possibilities to do something outside of having children and household. So these are women and girls, you will not see in the hacker culture, because they don't have access to it.

Apart from that one can not deny that there are also less women than men in STEM jobs, even if there are equal rights and possibilities.
Studies as published in "Psychologie Heute" state that men and women are not different--phsychologically. They just fit into what is expected from their roles as man or woman, which also influences what they are interested in and where they are expected to be good.

@Geoff stated that he knows fewer badly skilled female hackers than male ones. This is my experience as well and I suppose this is, because women really need to have a lot more motivation to even start this as a hobby or interest than men, which are kind of expected to be keen on computers and technology. As a result the few women doing this tend to be better than the majority of men, who just do it, because it is kind of cool or because their friends are "hackers" as well. You will probably have a hard time to find a women who got into hacking, because her friends are.
Or how many women have parents, who encourage her and showed her the first steps in computer and technology? Usually parents don't.

Media represents women as well as having to be beautiful in the first place. Children understand these roles at early ages. Girls want to be beautiful, because they get the message everywhere that this is what they should be and that this is the behaviour the society accept. Even parents who try to raise their children gender-neutral can not avoid these influences by media, friends, teachers and other people their children deal with.
I am always in disgust, if I hear sentences (from women), like: "Can you repair this for me? I am unable to, because I am a woman"
And this comes from women who think of themselves as otherwise strong and skilled and equal. Just when it comes to STEM, they are justifying their lack of skill with their gender instead of just saying the truth: They can not repair XY, because they never tried to or never took interest in it.

Women are equally skilled for doing this. The first programmers where woman, foremost because the male scientists who used these computers to compute some math stuff for them didn't want to do the "dirty" work of programming, which meant mechanically replugging and switching at that time. Just have a look at this article and statement:

To sum it up: Woman are equally skilled, but they are less interested because of their expected roles and the way society rewards or punishes certain behaviour dependend on the gender. They are also less likely to tell their gender on the internet and in certain areas of the world, they don't even get the chance to get into the field.

This is an interesting observation, @Geoff.
I suppose it is, because men are usually more confident about their skills and therefore don't need a degree to have a proof of it. The lower confidence of women has been shown by studies that examined how women and men behaved while applying for jobs; and was also confirmed by my former boss, who helps people to get into jobs and told me that women often do the mistake to withhold their PhD or scholarship or similar, because they want to be humble. I read that this might be because of different gender expectations of society as well.
