First, Press "127.0.0.1 - 999" And Then Press Delete.
Now Press "Add" And Write Your Hostname In It With :100 Added On The End.
Like This: YourHostName.No-ip.biz:100

should i enter my own ip or victim and What is "YourHostName.No-ip.biz:100" i didnt get it...

he says delete the default value and , add new from your NO-IP host name
