However, you still can change other peoples' passwords with it, if you're in XP. I was able to do it on my computer. I was even able to do it at school. In Vista+, when you do the command not running as admin, it asks you for higher privileges. Run as admin, you got the privileges. In XP, you can be a normal account, just run CMD normally, and change passwords without any authentication. A non-administrator account cannot change any password but their own, and cannot, in fact, change any passwords with net user. Even back in XP, windows had some common sense regarding security.
