Thats such a tough question, but if I had to choose id say Pacman. The graphics suck, the soundtrack is shit and the plot is pointless.

Call of Duty black ops 2 MULTIPLAYER is horrible.

Don't get me wrong, The single player was quite good.
But I think, of all games I have played, the worst game in my opinion is Fallout 3 on PC.
Fallout 3 for pc is buggy as hell. They did well with Skyrim though.
