As for the PC, don't skimp out. If you're an Intel fanboy, that's fine (but a poor choice), but even so. Don't sell yourself short with a dual core. If you want a usable Intel dev machine, you NEED 8 cores. You also need more than 8GB of RAM. You can check out my giveaway if you're short on funds for RAM.

As for hard drives, ALWAYS go with Samsung. They don't make very good phones, refrigerators, or cylinder heads but they do make great storage. I use the 960 Pro NVMe SSDs in my builds.

Could an 8 core amd processor work? I know the cores aren't as "strong" but would it be better than anything I could get at the price

Whoever told you that is bullshit. A core is a core. I use an 8-core 5.1ghz machine with a samsung 960 pro NVMe hard disk and 32GB of overclocked memory for my dev machine, on 5 monitors (see image)

You don't need a gpu for development. I'm using a Radeon RX480 Gaming X (4GB) on my machine and it works fine. I chose this card specifically so I could run all 5 monitors. I game on 3 of the monitors (at once), and I can pull solid 70fps.

Now before we get into the 200fps debate, I want to lay down some facts. Your eyes don't see that high of a frame rate to begin with, but unless you have a VERY EXPENSIVE monitor, it runs at 60Hz, meaning the monitor only displays 60fps. So, as long as your graphics card can pump out 60fps you're good. I usually cap my games at 62fps just for good measure. Extra frames are just wasted CPU time.

I'm using the MSI 970A Gaming motherboard. The BIOS gives me 90% of the hardware configuration options. For overclocking you want more than just the standard OC features. You want to be able to adjust current(I) and voltage(V) for almost every component on the board. You also want a board that lets you change SPD timings.

Don't worry about it. This forum covers a lot of things other than hacking tools. Anyway, your build is pretty solid at the moment. The only thing that would need some changing is your CPU.
