I'd say this Is more so the case than not. A lot of sites tend to either cease operation altogether, or alter the way they operate. For example, when MegaUpload went down, "FileServe" stopped their sharing functionality to avoid any legal Issues. They're still up and running, but only used to "store" the registered user's own files.
