If this were to take place It would want to be in a section that's not as active, and NO! not the Marketplace, that would just force people to start selling, or even just making a bunch of useless post.

How often should this happen? I suggest that it should be like a random surprise double SP at random durations in different selected sections or something like that to avoid making most of the members have insane amounts of SP. That way members feel like they should be on the look out everyday to not miss out on double SP. Just put an announcement bar saying Double SP in this particular section for X duration.

I like that idea.
Maybe even totally automated so on random days it would appear.

Not only will It serve as an Incentive for members, but It'll also boost activity where the double SP exists.
It's a win-win situation.

It depends on the member.
For example, my nature and caliber of posting remains the same- Irrespective whether there's benefits Involved. Furthermore, on topic of activity, the SF merge has significantly Increased activity, but I don't see significant LQ posting as a result of the merge.
