It's expensive because they use FUD java exploits or zero-days (even more cash) to infect users.

Creating them is not easy, you need to find a good exploit, most silent JDB's exploit Java, as far as re-FUD'ing, that's fairly simple to do.

Not most, all "Slient" JDB use exploits.
