Get some webhost
Register there
get the FTP Details
Fill it out on FileZilla (for example)
hit connect

Download a forum software:
Free: MyBB - PHPBB - SMF
Paid: vBulletin - IP.Board - XenForo
Upload them to the server
go to your website (if you pointed the NameServers or IP's to it.)
go to the folder/install/
follow those steps
create a MySQL database
fill out the MySQL Database information on the forum installation
create an administrator account
Congrats you installed your forum
now configurate it with forum sections and set up the permissions
Congratz your forum is now ready for usage
