I need admin priviliges to do things like install programs. 2. She installed Norton Anti-virus on top of that. Where is this password you're talking about? Is it for the Windows account itself (admin) or Norton? I would try Ophcrack or Konboot. Both are bootable utilities, she's not going to be able to prevent you from using a boot utility. It's a linux distro so Norton should not delete it, you should be able to burn it from the ISO. Then boot into that and do the sethc.exe trick.
