Yes, and it's also a measure of how "in debt" a country is. If you owe 1000$, but have no income, you're more in-debt than someone that owes 1000$, but has an income of 1k a week.

1. Don't multiply the actual debt by 2 just because it suits your purpose. 87 T in unfunded liabilities + 16 T current debt.
2. Know what an unfunded liability is. All an unfunded liability is is a projection of how much money will need to be spent that, as of that moment, does not have a funding source.
