I was allowed on the internet from the age of 7 and started jailbreaking around that age also, and I turned out great. My sister got an iPad at 3 years old, and she plays games like temple run and stuff, but also uses youtube religiously along with netflix. She's 5 now. I don't think parents should restrict unless they have a good reason to.

If a child can circumnavigate to where they want to go on the internet without help, they have already reached the age required. Their annoyance factor is a different story.

Whenever they like. Even if kids aren't allowed to use a computer; they'll still find a way, I did.
The parents should set up the correct filters.

They should indeed. i got a computer too use when i was 2 years old, i didn't do much online before i was 6 or soo tho
