Besides, when Russians play the big bad, they're rogue terrorists, not officially endorsed government agents (except for games that take place in the future).
As I recall, the unit was disavowed because they contradicted a direct order from high command. Hardly just because.
In what game? In MW2, Russia, as a nation, invades the US, and the player is either a Ranger trying to expel the Russian invasion, or a commando trying to attack Russia covertly( one of the very first levels ). Yes, there is a part of the game focused on attacking a terrorist who happens to be Russian, but there is also a large part of it devoted to attacking the Russian military as a whole.

I did say that the only exceptions are games that take place in the future, did I not?
Last I checked, MW2 took place in the future. Granted, very near future, but future nonetheless.
