No, you would not be able to track and find the location of one specific GPU. The best bet is that you'd know what computer that GPU belongs to and track that system as a whole, but that's assuming the parent system. As we were saying, it's not totally impossible that Nvidia sends hardware info including mac adresses to their servers when you're installing the official drivers, for example. And if they get a subpoena, they could then track at least the IP linked to that.
