Yes, I had forgotten.
Your referrals only count if the referred user makes at least 5 posts. This is to prevent a bunch of dormant accounts.

Thanks for the new info. Like Felix said, you should probably add that to the OP, and check over the existing submissions in a few days to make sure the referrals number is accurate.
