Via having proxies, it won't be detected. the solid purpose is checking if access is possible. It comes down to backup security on the individuals account if they enabled 2fa or so. If not, open account and report it.

PayPal may have, but It's not about trying to compromise It directly.
The account recovery Is the weakest point of security of ANY entity. If (for example) an email address Is used as a recovery option of the PayPal account, has a weak password and does not have 2FA enabled, It's all about compromising that account. Once done, send a 6-digit security code via the PayPal recovery options to the email account and reset the PayPal password thereafter.
This Is all done without even looking Into PayPal's security.
