At this point, I think its safe to assume that he is talking about Counter-Strike Source. I have no idea what CSS3 is and nor does the internet.

Yeah he's talking about CS:Source.
It may be that @Mr.Kurd is referring to it as CSS3 (Counter Strike: Source 3) because it is the third official CS release, following CS for GoldSrc engine and CS: Condition Zero.
