This happened to my old PayPal account. You have to provide them with legitimate documents that prove your the owner of the account, or business. If you used a fake name and address I think your pretty much fucked.

Don't know why you'd ever leave money in a Paypal balance. Anytime I receive any amount of money I immediately withdraw to my bank account because fuck risking getting limited with money man. I've seen this happen way too much, and I'm sorry it happened to you
