Buy a mac. They are the best.

APUs are cheap. But they aren't great for intensive games.

With 1-1.5k you can get a pretty decent build. I originally built one for $800 and eventually upgraded some parts.

In terms of GPU (high-end) the RX 480 and GTX 1060 are good bang for buck.
