Personally I think it'd be a lovely addition to SL.
@Oni I feel you don't need to "pay" someone to make the festive banners, you could easily make into a competition to boost activity in the graphics section by hosting a contest for people to make the best banner they can etc.

I agree with this suggestion, particularly for main events/occasions like Christmas.
A few Christmas decorations on the banner, would put one's spirit In the mood for the festive season.

That's actually very true I'm sure most members would even do it for free I know I would i was gonna see how it would look if I made one once I got home.

yes! A competition and forum-wide poll.
If the prize is noteworthy, advertising it other places would bring traffic to the forum, too. People around the holidays tend to have more time to spend on random shit so it could very well be worth it in that way too.
I certainly wouldn't mind a smexy SL-themed anime character in a Christmas costume leaning against the logo.

Personally I think, if you would make a thread in form of a graphics design contest, it wouldn't cost you a cent. Maybe me and @mothered can setup some NSP to giveaway to the contest winners.
@OP I like this idea as well. I think it would add something "dynamic" to the forum.
