Virustotal's require no authority, regardless of the rules if you're worried about other users being infected or even yourself then virus test it yourself and if your concern is others then share the link through the comments like he said.

Regardless of the intention, it's probably in your best interest to do so anyways. This would help become slightly more trusted.
In any case, I took the liberty of doing it myself, since DLL files are paper weight to my computer (i.e. their only purpose is to take up my HDD space). Or at least for the first file.
