How does being banned invalidate an opinion? Furthermore, if this did become a thing, why is only negative even an option? If I had to guess I'd say the OP made that an option as a selfish way to keep his rep up and save his own ass. Either delete all or delete none.

I'm in favor of removing all rep from banned users. Removing just the negs would be pretty stupid.

Removing reputation given by banned members is stupid... The rep received from any member should be kept unless the member themselves remove it.
