Like other users suggested, you should try to contact PayPal support about the matter, as it usually resolves it if you've been hacked in any way.
If you however have broken any of their terms, like a common one being underage while signing up or not having your PayPal verified, you may encounter some difficulties. They're very strict about that. I for one got my old PayPal limited, and I don't remember how, but I managed to un-limit it again by showing valid proof of owner ship (passport photo and bank statement), as well as being an adult now (over 18).
As for the mail, I know of the service and use it myself. They're a quite straight forward less coorporative service, and they provide a verierty of OG mails.
Their website is www.cock.li obviously, but I don't think they allow more people registering more of their most OG mail providers like nigge.rs, cock-li and a few others.
