No, there is not a rule for being annoying or trolling. However, there's no rule against neg repping people that are being annoying and/or trolling. The neg rep is there for a reason you know.

I don't know what you mean, but I'm sure we all here can agree on one thing. Nobody likes an asshole, that's the reason for the -reps. Plain and simple.
