Don't know what your portfolio is about but I wouldn't advise you to use any CMS.

If he doesn't know how to code it would be better for him to use one.

Yea. Most of the time, it's easier to build an website using a CMS. Shitload of extensions/plugins out there. Just buttons to press and checkboxes to check mostly.

He said he wants simple html/css one so I guessed he knows to code in it. There are no plugins needed aside from contact form which there are hundreds available in raw code.
Responsive grid gallery (also hundreds available on google), about me page, maybe blog and contact form. Those are the only things you need for a portfolio. WOrks need to look good on all devices, a client to know bit about you, maybe see your activities/interests on blog and lastly contact you for bussiness.
Optimize code/images, a bit of seo and you'll already standout.

Yeah, I totally understand. But if you have noticed it, you should be able to just make that 2 second change.
