People who have invested the time and effort, or monetary value into the forum to achieve an upgraded status is going to have a good understanding of the community, and will not run around giving everyone rep for no reason.
It's like keeping an experience driver in a little 1 litre car.

I'm not sure how i feel about this, simply because if you look at it from oni's point of view, if someone just joins the forum and upgrades, Should they have that option? I don't believe so, maybe upping it a little more for upgraded members could be useful and i know i would enjoy that, but i don't know about taking it away.
