Well, if its meant for web browsing, I would suggest you to use TorBrowser bundle. Its way safer from the point of anonimity than just using those anonymisers out there.

Depends on your host if they change your IP on reconnect, re-washing ipconfig should trigger that.

This is in no way, shape, or form a method of changing your IP. This is just a simple web proxy, and not even a good one at that. All proxies do is poorly MASK your IP, not change it. Proper IP changing would involve the altering of your router's MAC address.
