Whether you need to learn php or javascript depends on what features the website requires. To really create a high quality website basic knowledge of both are needed.
Personally I like to use the CodeIgniter Framework for PHP applications. It has very good documentation and a lot of features that save you lots of time.
So maybe take a look at it once you've gotten the basics down. w3schools should have some good tutorials about the absolute basics.
Javascript is not really required for most sites but make them more user friendly or interactive. There are shitloads of jQuery plugins (jQuery is a javascript framework) that automate a lot of widgets you see around the web. Just google: "100 best jquery plugins" and you'll get a lot of lists with awesome plugins.
