Ok thanks for the tip.. The reason why im targeting this peron is that he's a bad one. An online scammer of retirees and widows.. He almost scammed my mother in law.. Gonna Serve justice... Im hacking for a cause..

Wouldnt it be ironic if the computer actually belonged to a retiree or widow and that online scammer was simply using a hacked system to do his scamming.
And to answer your question... When (if...) you get to the point that you have actually "hacked its IP", youll know if you can send and remotely execute a file.
But heres the kicker... if youve already gained access by "hacking its IP", what need do you have of installing a RAT. Youve already got access right?

Yes i have already gained access... The ip address was sniff before by a friend of mine and he informed me that its not hacked system... He's an ordinary guy with basic comp literacy.. He's lluring his preys by means of lies and excessive use of copy paste messages... He even sent a bogus bank withdrawal letter.. It was so funny coz the name of the bank was mispelled.. Want to send a RAT for now to know his multiple emails and sent it to an anti scammer site to inform a lot of people.. Then eventually screw his pc..

Can you explain how youve "hacked his IP", cause i find it shocking that you could do this but not be able to figure out if you can install a RAT. And how youd get send/run a file on a computer depends entirely on how youve hacked the computer.
