It would be best if you can add a scrollable textbox with the whole terms like in a software installer.

If you are going to add that popup, i'd recommend adding it on the left or right side.
If this is ever going to implemented i'll be asking people again what they like more. Either a little message box or something bigger that is centered in your screen.
