VPN stands for Virtual Private Network.
Try proXPN if you dont want to pay.
Or you can use SOCK5.
If anything doesnt works try Proxy Chaining. Still doesnt work, you are out of luck.

Yeah, that must suck... I'm in Australia we have no such restrictions, although not to long ago they wanted to put a filter on our internet, although the idea was passed thank god!
