The first thing I wanted a solver to notice is the presence of numbers 24, 16, and 8 in the encoded text.

Where are the rest of the 3 8s? They aren't. So a solver would try to replace those numbers with the 3 8s.

Noticed something? This is not l33t grammer, these are clues.
Those are cipher names hidden.
HAZZ-15 and Base-64

According to the order, decode the new code you now have after replacing the numbers
