Exactly but at the time the country sending the nukes would do some crazy protocols and they expect they're safe until it turns out that it got fucked up and they kill half of some Mexican country. Then other nations would get pissed and declare war, then they'd drop their nukes and blow up a bunch of countries and then the population of the world would drop down to probably around the billion mark. At which point all of the radiation would cause more than a few diseases which would probably kill off a few hundred million people. The rest of the survivors are hunting for food to survive and then it turns into a game of survival where you either A) try to hide and survive or B) go out looking for people to murder and loot. This is all one big crazy theory though based on history.
