It does matter. There are few exploits in flash player that allows to execute programs on higher level.

Somehow I still don't see why you want to have admin rights on your own school, to proove you're a good hacker or to brag? Or just to destroy your own education?

If flash is ran with higher permissions than the user, you wouldn't need an exploit, write up a flash script to start a command prompt.
Though it isn't possible for an account to create a process of higher permissions without getting higher permission.

A few of my friends used a USB key logger and got into the administration of my school and changed their grades. Now the're gonna get expelled

Education? That's funny. Everything I know that are real world skills, I have not learned in school. I have learned it all here, on the internet that our government likes to hide from us. They'd like to see us all their programmed slaves. In my opinion that's bullshit.
