No. If it did then your OS would be gone also, it is not as thorough as deleting the partition. Using a special boot disc to clear the partition over multiple times is even better. That's not what a System Restore does. That's what dban does. Wiping everything on your hard drive would include the essential files necessary for the machine to boot and the operating system in and of itself. It doesn't rid infections. Rootkits have a habit of staying closely attached after system restores. Although, you really shouldn't rely on a system restore for infections.
