Its not that itd be suspicious, its that they don't know it. They don't know what account is attached to the idevice, how can they prove the item is hers even with id and everything when all that requires id is your apple id, which they don't know?

Because Apple knows.. And has her ID.. Which I just said.
If you had an account with the name, age, and general information of the person and are presented with overwhelming evidence that the person is now dead and has transferred their possessions to someone else then it's obvious you should hand it over and not argue that these people don't know the ID of which they had no way of knowing and probably never will because the owner is DEAD.
That's a key factor here, she's dead. There's proof she's dead, and Apple can very easily (I repeat) verify those documents with their own systems.
There's a reason those jokes about Apple tracking everyone exist, because they ask for so much information. These two parties have substantial information and evidence and Apple is simply making no sense.

Why not just give it? I'm sure they have the ID, and the serial number of the device -.-
