No, he was correct.
The Night Owl can only be obtained on an Oni-appointed date. They're scheduled calls and Oni runs them every now and then. I've been in a few but it's usually too late for me to stop up. Yes, it's on Skype and you have to be active in the voice chat for 12+ hours.
