Yes, he is using "Clipping Masks" to auto-render an image into a layer.

can I do the opposite? I mean, using the image as border of the text?

Huh? You mean like adding a stroke with the image? Something like this ?

hmm, not actually. I mean using the image as a border of the text, instead of having the image inside the text.

The image isn't inside the text. Here, let me remove the transparency on the text for a second: http://gyazo.com/8f7fc9aa167180a023720cd5e21bb5d5.png

Oh, that! That's the same idea actually. I'll try to explain how to quickly do it, if you don't understand even then. I will make a tutorial.

1. Make a text layer
2. Copy that layer
3. Add stroke to the copied layer.
( Make sure that the copied layer is under the original text layer )
4. Rasterize the copied layer with the stroke.
5. Add the image and clipping mask to it, above the copied layer.

Here follow this
Spoiler:
Create your text layer, put a stroke of 10 on it.
Duplicate the layer and 'rasterize layer style' the duplicate.
Remove the stroke from the original text.
Now place the layers in this format:

Now it should look like this:
