No, that's not always a reason. Most forums have a huge variety of sections, the forum I know with most sections is XDA-Developers, they have over 500 sections xD

If this site had over 500 sections, like 475 would be empty.

Yes, but well, XDA is a bit different as it has device specific forums and is atleast a 10 year old forum.

If this site was 10 years old, and had that the stats XDA did we could have that many forums, without them being empty.

Also XDA did add them like when these devices was released, and most of the devices are popular devices which sells good and has alot of users.
