Yeah, these tips are really solid. But the issue is that people aren't going to do some of them. Realistically, I doubt a lot of people are going to go to a coffee shop to start hacking. People will just take the risk at home, so staying anonymous should not only include the most sane methods, but also the most practical.
By the way, why ProXPN? Sure, they say they value security. Do they? It's all marketing. Let's look at their privacy policy:

Given, their privacy policy is much, much better than most I've read. It also beats the hell out of going through your ISP. It doesn't sound secure, though. Best bet is to go through multiple VPN and proxy chains, preferably hosted in countries having bad relations with the US (US warrants for log information have little priority in countries like Russia). Maybe throw some Socks5 proxies in there to diverge potential investigations (not that you'd have any
