Texas and Florida will always have the strongest resistance towards mandates and vaccines. Its not that surprising since we are also the most civilized state/country with gun freedom. Texans & floridians are very passionate about our freedom, and a mask/vaccine mandate can be seen as barring our constitutional rights.
