I'd recommend any standard VPN (offshore could help). Most torrent clients have an option to limit your upload rate, and companies tend to target domestic seedboxes first.

An off-shore VPN would be a VPN that's outside of countries in 5-Eyes organizations like the US, Canada, Australia, France, etc. These countries generally have a bad track record on keeping the privacy of its citizens safe. So if the VPN provider is based within a country that's generally safer, such as Switzerland, Romania, Iceland, or The British Virgin Islands have a very low likelihood of intrusion by the government.

Another tip for your privacy is by migrating to an alternative browser. I just recently started using LibreWolf. It's a fork of Firefox that puts privacy at the forefront of the browser. Just about every single config option related to user privacy is enabled by default in the config and source code. It doesn't even use Google as a default search engine. It does cater towards Linux users though, providing compiled binaries for some specific distros, and also providing Flatpaks and AppImages. Right now there are no builds for Windows, so you'll have to compile it from source, which can be complicated and take upwards of one hour depending on your hardware.

Some good extensions to install alongside LibreWolf or even regular old Firefox would be Privacy Badger, LocalCDN, and Canvas Blocker.

I use ProtonVPN for general browsing and legal torrents (stuff that the feds wont show up to my door for). Its based in Switzerland and has a no logs policy + it comes with tor in its client. I wouldn't run bittorrent through tor however as tor isnt handled to take that kinda bandwidth. Anything else I have the neighbors wifi+VM and tor.

For proxies I use 911VPN. Best paid proxy site hands down.
