I don't think the higher-ups in Pornhub actually care about the sexual abuse videos on the site, their only goal is money. Once the Visa and Mastercard pulled out of the site, Pornhub finally decided to make a move.
I don't think they're apathetic about it, either. Imagine what they are used to moderating on a day-to-day basis, it's probably pretty nasty. I'm sure all sites of that nature deal with abuse/illegal content being uploaded, and it's hard to moderate properly when you're that size. Similar sites also have issues of videos slipping through, so I don't see this as any different.

Pornhub had the same problem Youtube still has. When you create a platform based on uploading videos, you somehow have to police the content that gets uploaded. Whether it be with flagging, human moderation, or bots. And I think their situation would be much different if they actually acted upon reports of sexual abuse. There wouldn't be a large movement against them, and they wouldn't be losing their precious dollars.

Probably the biggest issue is that it's hard to tell which content is actual abuse, or convincing acting. People are into some weird stuff, so there's no telling what goes on behind the scenes of the site. I'm just playing devil's advocate as I'm not personally familiar with their practices.

It's concerning that people are uploading/viewing the material. Eliminating non-consensual material (even acted/emulated), would make it easier for them to moderate.
