I remember (and dealt with) a huge Russian hacker group named "TNT/PHORCE", back In 2001. If they were still around today, they'd make Anonymous look like script kiddies- which, I suppose, In a way they are.

He was probably on vacation, traveling to country which has an extradition treaty with the US.
It would be awesome to know if he registered that domain himself or bought it (nobody in 2013 knew of .io, lol).

The FBI usually waits for people to travel. This can be seen in cases like the mandalev credit card hacking case in which they essentially kidnapped him from the maldives.
