What I've read before on NTP spoofing is mildly confusing, you send a spoofed return request to the IP, unless I'm reading it wrong.
So is it the receiving person that is what the DoS uses, or does it cause anything using that NTP to send traffic to the target IP?

it causes the NTP server itself to send its server logs to the target IP by spoofing a command (monlist) from the target.
