A 16 year old proved just that, by compromising their network several times and obtaining sensitive data thereafter. Going by personal experience, they certainly are. However, the technological side of It, Is only part of the equation. If a given employee simply provides sensitive Information due to a well-crafted social engineering attack, their system's security serve very little to no purpose at all.
