I've seen a lot of those, I don't see them much anymore, but they used to be quite common in some places.

Not sure about the trunk, but the leaves definitely seem fake.

Most likely the lowest portion where people can walk up and feel it is a cored out palm tree, but you can clearly see where they bolted on the top part meaning that portion is fake. The tree bit if real would have to be cored out so they can run the proper cables through it and most likely treated so the bark doesn't show that it is dead.

It's probably fake
As @Ender mentioned the leaves look fake and it looks like there are bolts, as well as whatever that thing in the upper red circle is.
