Forgot to check what my ip was before i changed it so now i cant tell if it worked or not and its not doing anything second time i did it, but thanks for the share, i never knew about changing it that way.

as i know, when you change you ip, you actually change your download rate, bla, bla, bla,
so, is it? and others question is, it change to where?

No changing ip doesn't mean changing bandwidth ...
An ip adress is like a phone number but related to your internet connection ...
It just changes so if you did a crime on internet or some one tracked your old ip , you can change it by using that tutorial
