That's messed up. I almost want to believe there's some sort of reasoning behind this. Because otherwise, it's a miracle they're not already in jail.

I would like to point out... one of those people is a dude. I very highly suspect it's a joke and there's more to this than meats the eye.
At my own school my teachers dressed up and did silly dances as a long-standing tradition where students and teachers alike would put on comedy plays and acts to celebrate the end of the year into the Christmas period. I'm not saying what's happened is ok, but I doubt it's as bad as it seems.

I'm imagining it's a joke taken out of context. But at the same time, you have to ask what that context could ever possibly be. There's no reason a guy should be wearing a dress like that at school, and underage girls shouldn't be wearing shirts from Hooters.

Is this a bad time to mention I've seen males in my schools dressed up as barbie girls? And my male teachers once dressed up as "slutty" women for a joke performance. I laughed so I hard I could barely breathe. It was also recorded and put on youtube. It didn't seem as bad as what this viral stuff is, but I can see how easily that could have gone south in today's culture.
