Lawsuit against Ordinance Restricting Video Game Playtime - Jiggly - 05-19-2020

A mother and her 17-year-old son have filed a lawsuit against the Kagawa Prefecture in Japan, for their recent ordinance restricting game time for kids. They claim is it "unconstitutional" and "violates fundamental human rights."

The ordinance, which attempts to combat video game addiction, took effect on April 1. It was enacted by a majority vote following discussions in the prefectural assembly earlier this year, and marks the first time a local government in Japan has set guidelines restricting video game and smartphone usage. The non-binding guidelines restrict children under the age of 18 to 60 minutes of video game playing or smartphone usage per weekday and 90 minutes on weekends. It also forbids children under the age of 18 from using game devices after 10pm, or 9pm for children under the age of 12. The prefecture has no plans to enforce penalties on households that do not comply with the guidelines and ask that households apply rules under their own discretion.

This will be quite costly for the plaintiff.

I'd be very surprised If the court will favor the mother & son.

Especially something that isn't actually enforced. And what damages could they possibly be claiming for?

Sounds awfully similar. It's good that the prefecture doesn't intend to enforce it, as that would be impossible to do. Restricting freedoms can be a pretty slippery slope.

In Japan video game addiction is rampant. Although, something like this would be almost impossible to enforce. Maybe in a surveillance-state, but not Japan.

Don't think there's a chance the mother and son will win.

I think they're wasting their time, money and effort by filing a lawsuit.

I'd never argue that video game addiction isn't a real problem. But enforcing laws (or not enforcing them in this case) isn't the solution. Measures like this seems more like bandaids on a broken bone - It does little to address the root of the problem. What are your thoughts?

Agreed. I couldn't find any more info on their case (though I haven't looked that hard). I suspect any more information would be in local news sources, and written in Japanese.

I've also performed a quick search to no avail.

I assume that this Is probably the first and last time we hear of them.
